Permanent deletion removes synchronized session content and deletes the owning computer's copy when it is online.
Owners can grant, change, or revoke access. Use the person's exact identity-provider subject, not an email address unless that is their configured subject. A workspace must retain at least one owner.
Unmanaged workspaces remain offline-capable. Managed mode is an explicit owner choice and requires cloud admission before new tasks. Already admitted tasks may run concurrently and finish: limits are admission thresholds, not exact spending caps, and concurrent work can overshoot them.
These are report-time decisions, not execution permits. Every new task is admitted independently; concurrent work can change the outcome.
